Project & program evaluation

Evaluation classically consists of identifying, measuring and analyzing the results and effects deployed by the implementation of a project, program or policy.

It establishes findings and recommendations aimed at optimizing implementation and improving procedures allowing the achievement of the expected objectives.

Evaluation is a tool for:

⇒ reporting on the impacts and changes brought about by a project, program or policy to the stakeholders involved in their implementation, to public administrations and civil society organizations as well as to the beneficiaries.

⇒ producing analyses that make it possible to decide whether to continue, stop or redirect a scheme, project, programme or policy.

⇒ assessing the organisation methods and resources allocated to a project, programme or policy in order to improve its efficiency, relevance and sustainability.

⇒ Improving the motivation and training of the stakeholders involved in the implementation of a scheme, project, programme or policy and refining their understanding of the processes and dynamics in which they are involved.


Our approach to evaluation, beyond an observation of the effects of a policy or a project, proposes:

⇒ to identify the processes that are at the origin of the policy or project.

⇒ to make evaluation a participatory process that engages all stakeholders

⇒ to arrive at a shared diagnosis that allows for a positive dynamic
